The International Institute for Labour Studies (IILS) was established in 1960 as an autonomous facility within the International Labour Organization (ILO), to further policy research, public debate and the sharing of knowledge on emerging labour and social issues of concern to the ILO and its constituents-labour, business and government. The responsibility for opinions expressed in this volume rests solely with its author, and its publication does not constitute an endorsement by the International Institute for Labour Studies of the opinions expressed. Acknowledgements The 2000 ILO Social Policy Lectures were made possible by the generosity of the University of the Western Cape (UWC), which placed its facilities at the disposal of the International Institute for Labour Studies. Particular thanks are due to Professor Peter Vale, Acting Vice-Rector (Academic) of UWC, and his colleagues for their unfailing cooperation under demanding circumstances. The enthusiasm and interest of UWC students, staff and other individuals contributed greatly to the success of the lectures. Special mention should also be made of the assistance and advice provided to the Institute by the International Labour Organisation's (ILO's) tripartite constituents in South Africa, in particular the Department of Labour, Business South Africa as well as the Congress of South African Trade Unions.
